It's called Web 2.0 Submitter. I mentioned Squidoo last week and this kind of ties in with that. Squidoo is a Web 2.0 website like Myspace, Reddit, Digg, Technorati, etc... There are tons of them now. The thing they all have in common is the use of tags to help people find similar content. A lot of them let you submit snippets of information to the main site and people vote them up or pass them on depending which site it is.
